Key Facts

On 30 October 2026 the UN General Assembly adopted its annual resolution calling for an end to the U.S. economic, commercial and financial embargo on Cuba, but with 130 votes in favour, 17 against and 25 abstentions. More than 180 of the 193 members had backed the resolution for a decade, and the figure fell to 165 in 2025. The Hindu's editorial attributes the drop to pressure from the Trump administration, with several Latin American states and countries such as Germany and Italy changing their votes. India maintained its support, calling for 'dialogue and diplomacy', a month after the BRICS New Delhi declaration expressed deep concern at tightening unilateral blockade measures on Cuba.

GK Context

The UN General Assembly has passed a resolution against the Cuba embargo almost every year since 1992. GA resolutions are recommendatory and not legally binding, unlike binding decisions of the Security Council under Chapter VII of the UN Charter. The U.S. embargo dates to the early 1960s and was codified by the Helms-Burton Act of 1996. The General Assembly has 193 members, each with one vote, and India is a founding member of the Non-Aligned Movement, which has traditionally opposed unilateral sanctions.
